United States Congress changes the legal status of tribes from sovereign nations to domestic dependent nations. This goes in direct opposition to the Northwest Ordinance of 1787, “…the Confederation Congress declared, ‘The utmost good faith shall always be observed towards the Indians, their lands and property shall never be taken from them without their consent,” (Merchant 141).
